Small light sources can use passive components, which require no additional power to operate, as ballasts. An example would be a series resistor that limits the flow of current across its terminals. For high-powered lights, however, a resistor would waste a large amount of electricity, so a more complex lighting ballast is required.
Disposal of Fluorescent Light Ballasts (FLB) Polychlorinated biphenyls (PCBs) were commonly used in the small capacitor within fluorescent light ballasts. Ballasts manufactured through 1979 may contain PCBs. PCB-containing ballasts become a concern if they are leaking or they will be removed and disposed of as hazardous waste.
To remove the existing can base, you'd need to get into the attic space. In that case, it would be easier (and cheaper) to just bypass the ballast for the existing can. The thing you'd need to do is to disable the ballast and replace the connector from below without pulling the can down through the ~ 6" aperture.
